Government to Impose Anti-Dumping Tariffs on PVC Paste Resin from 4 European Nations

South Korea’s Ministry of Finance announced its decision on Friday to implement anti-dumping tariffs on imported polyvinyl chloride (PVC) paste resin products from four European countries, citing unfair pricing practices. This measure aims to counteract the import of these products below their fair market value.

Effective next month and extending until August 2031, South Korea will apply anti-dumping tariffs ranging from 25.79 percent to 31.55 percent. These duties will specifically target PVC paste resin imports originating from Germany, France, Norway, and Sweden, as confirmed by the Ministry of Finance and Economy.

Polyvinyl chloride (PVC) paste resin is a fine-particle resin extensively utilized in various industrial applications, including interior building materials like wallpapers, as well as in the production of goods such as gloves and other specialized products.

This significant trade decision follows a complaint filed by leading South Korean chemical firm, Hanwha Solutions Corp., in July of last year. The complaint specifically targeted several European exporters for alleged dumping practices.

Subsequently, the nation’s trade commission initiated a comprehensive investigation the following month. Based on its findings, the commission recommended the Ministry of Finance impose these anti-dumping duties in June of this year, leading to the current action.
