Ramyeon Prices Unaffected by Lower Flour and Sugar Costs

South Korean instant noodle manufacturers are facing increasing pressure to reduce retail prices as government antitrust investigations into key ingredients like sugar and flour lead to price reductions throughout the supply chain. This development has sparked conversations about the affordability of a national staple: ramyeon.

Seven major Korean flour milling companies – CJ CheilJedang, Daehan Flour Mills, Sajo Dongaone, Daesun Flour Mills, Samyang Corp., SamHwa Flour Mills, and Hantop – are under antitrust investigation for allegedly colluding to fix flour prices between 2019 and 2025. Industry sources estimate potential penalties could reach as high as 1.2 trillion won ($807 million).

Separately, last month, the Korea Fair Trade Commission (KFTC) fined three sugar producers a total of 408.3 billion won for allegedly conspiring to fix sugar prices between 2021 and 2025. Investigations into starch syrup suppliers are ongoing.

These investigations have already resulted in a 5-6% decrease in sugar and flour prices. Bakery chains like Paris Baguette and Tous Les Jours have reduced prices on selected items. This has created speculation about whether ramyeon – a staple food closely monitored by consumers – will follow suit.

Last week, the Ministry of Agriculture, Food and Rural Affairs held a meeting with leading instant noodle companies, including Nongshim, Otoki, Samyang Foods, and Paldo. Officials stated the meeting was to assess external factors, such as the situation in Iran, and to monitor raw material costs.

The KFTC also convened with its interministerial task force on price stability, announcing plans to closely monitor wholesale, retail, and unit prices for instant noodles, snacks, and baked goods, ensuring fair pricing for consumers.

However, industry officials argue that significant price reductions for ramyeon manufacturers are difficult to justify, given that flour represents only a small portion of production costs.

“Flour typically accounts for less than 10 to 20 percent of total production costs,” stated one food industry official. “Companies must also consider volatile expenses like exchange rates, energy, and logistics.”

External uncertainties further complicate pricing decisions. Rising geopolitical tensions in the Middle East have increased global oil prices, potentially raising transportation and packaging costs. Additionally, a stronger US dollar could increase the cost of imported ingredients.

“Despite some reduction in raw material prices, rising labor and other costs make it difficult to lower prices,” another industry official said. Officials also noted that if government scrutiny over food prices intensifies, the industry may ultimately have little choice but to respond to consumer and governmental pressures.
