Samsung Electronics Wage Talks Collapse, Raising Strike Possibility
Wage negotiations between Samsung Electronics and its labor union have broken down after mediation efforts with the National Labor Relations Commission failed, increasing the likelihood of a strike for the first time in two years.
The National Labor Relations Commission, acting as mediator, halted the process on Wednesday after a second round of talks. Samsung Electronics management and union representatives had engaged in eight rounds of collective bargaining since December, focusing on wage and labor agreements, but failed to bridge their differences, leading to a standstill on Wednesday.
Samsung Electronics issued an internal notice emphasizing its efforts to improve employee compensation, detailing the proposals discussed during the negotiation process.
The union reportedly lowered its initial demand for a base pay increase to 5 percent and indicated a willingness to discuss a differentiated approach to the Over-Performance Incentive (OPI) by business division. This was contingent on making the bonus calculation criteria more transparent and removing the existing cap on payouts. The OPI is a bonus awarded for exceeding performance targets.
In response to calls for transparency, management proposed allowing employees to choose the OPI funding source – either 20 percent of economic value added or 10 percent of operating profit.
The company also offered a comprehensive package including a 6.2 percent wage increase, the distribution of 20 shares of treasury stock, higher salary ceilings based on job grade, housing loan support up to 500 million won ($341,000), and expanded long-service leave benefits.
Despite these offers, the union insisted on the complete removal of the OPI cap. Management rejected this proposal, stating it could create dissatisfaction among divisions with limited potential to surpass performance targets.
With mediation suspended, the union has transformed its joint bargaining group into a joint struggle headquarters and initiated procedures to gain the right to strike. If a majority of union members vote in favor of a strike authorization, a walkout may occur.
