Culture Ministry, Police Tackle K-pop Sports Ticket Scalping

Culture Ministry, Police Tackle K-pop Sports Ticket Scalping

South Korea’s Ministry of Culture, Sports and Tourism has unveiled a widespread crackdown on **illegal ticket resale**, identifying numerous cases of **ticket scalping** across major secondhand trading platforms. The comprehensive investigation, spanning from January 5 to June 16, exposed accounts repeatedly selling multiple tickets and listing dozens of seats for highly anticipated events, particularly in the sports and K-pop concert sectors.

The probe revealed egregious examples of **sports ticket scalping**. One individual allegedly resold a staggering 110 **professional baseball tickets**, while another moved 54 tickets for a single game in April alone. Collectively, 11 individuals implicated in **illegal sports ticket sales** amassed an estimated 36.84 million won (approximately US$23,970). A stark example highlighted a ticket with a face value of 150,000 won being illicitly resold for 350,000 won, underscoring significant markups in the **secondary ticket market**.

Beyond sports, the investigation also targeted **high-demand K-pop concert tickets**. Suspected violations were uncovered for highly anticipated events like BTS’ “Arirang” world tour shows in Busan and Seventeen’s “New” world tour encore shows in Incheon, both notorious for strict purchase limits. Despite one-ticket-per-person restrictions, one seller alone was caught reselling more than 10 tickets, demonstrating sophisticated **scalping operations**.

In one particularly egregious case, a ticket for an S.Coups X Mingyu (a unit of Seventeen) concert was illicitly resold for 1.2 million won – approximately eight times its original face value of 143,000 won. In total, four individuals linked to these **concert ticket resales** generated an estimated combined 11.64 million won from their illicit activities.

The ministry stated that the sheer volume and systematic pattern of these sales far surpassed typical person-to-person transfers, fueling suspicions that many tickets were acquired using **automated bot programs** or other illicit methods designed to circumvent legitimate purchasing limits.

In response, officials have pledged continued vigilance, enhancing monitoring of bulk and repeated **ticket resale activity**. This comprehensive effort involves close collaboration with online platforms, reputable ticket agencies, and professional sports organizations. Suspected cases will be promptly referred to **law enforcement authorities** for prosecution.

Significant legislative changes are also on the horizon. The Ministry is preparing to roll out additional enforcement measures coinciding with revised laws on **curbing unfair ticket transactions**, set to take effect on August 28. These amendments will broaden the ban to encompass *all* **illegal ticket resales**, irrespective of whether automated tools were employed, and introduce severe penalties, including fines up to 50 times the resale value.
