South Korea BTS Ticket Scalping Investigation Illegal Listings

South Korea’s Ministry of Culture, Sports and Tourism is cracking down on ticket scalping for upcoming BTS concerts. After monitoring major online resale platforms, they identified 1,868 suspected scalping listings tied to the highly anticipated performances in Goyang and Seoul’s Gwanghwamun area.

Authorities have referred four cases involving 105 tickets to the National Police Agency for investigation, as these appeared to be organized attempts to resell seats at exorbitant premiums.

Data released by the ministry indicates that most of the suspected listings were found on popular secondhand marketplaces like Junggonara and Ticketbay.

Officials clarified that the figures include duplicate listings, as the monitoring process counted individual posts rather than unique sellers.

The ministry emphasized that fans purchasing tickets through unauthorized channels are highly unlikely to gain entry to the concerts due to stringent identity verification procedures enforced by event organizers. This is a key measure to prevent ticket scalpers from profiting.

For the Gwanghwamun performance on March 21, ticketing utilizes a secure mobile QR code system that becomes unusable after scanning. Attendees must also present official identification at the venue and wear a tamper-proof wristband that cannot be reattached if removed, further deterring scalpers.

Organizers plan to conduct random identity checks even after entry, with violators facing immediate removal from the venue, ensuring a fair concert experience for genuine fans.

Promoters are actively monitoring resale postings and canceling tickets suspected of violating the booking policy.

The ministry warned that fans who purchase scalped tickets risk paying inflated prices only to be denied entry, or even becoming victims of online fraud. Avoid buying tickets from unauthorized resellers to protect yourself from scams and ensure concert access.

This crackdown aligns with broader legislative changes aimed at addressing South Korea’s escalating ticket scalping issue.

Earlier this year, the government amended the Performance Act and the National Sports Promotion Act, broadening regulations to prohibit all unfair ticket transactions, regardless of whether automated “macro” programs were used to acquire the tickets. This targets both individual and organized scalping efforts.

Under the revised law, effective August 28, violators could face administrative fines up to 50 times the ticket price, coupled with new reporting rewards and mandatory anti-scalping measures for ticket vendors. These measures are designed to deter scalpers and protect consumers.

To enhance enforcement, a public-private task force was launched on March 5, uniting ticketing platforms, resale marketplaces, and industry groups to coordinate anti-scalping measures. This collaborative approach aims to address the issue comprehensively.

Authorities are collaborating with platforms to remove suspicious listings and filter relevant keywords. This proactive approach helps identify and remove scalped tickets from online marketplaces.

Officials warned that scalping attempts and fraud risks could surge ahead of additional ticket sales scheduled for March 12 at 8 p.m., urging platforms to intensify monitoring efforts during this critical period.

Culture Minister Chae Hwi-young denounced ticket scalping as a practice that undermines the integrity of the performance industry and exploits fans’ enthusiasm.

“Scalping disrupts the fair distribution of tickets and takes advantage of fans’ genuine passion for popular culture,” Chae stated.

“Starting with this investigation request, we will continue firm and sustained enforcement until ticket scalping is eradicated and a fair concert-going culture is established.”

The minister emphasized that the issue can only be resolved if fans refuse to purchase illegally resold tickets. Only purchase BTS concert tickets through official channels.

“Buying scalped tickets not only violates the organizer’s policies but also exposes consumers to serious risks of fraud,” Chae said. “Tickets should always be purchased through official channels.”
