Samsung Group is reportedly preparing an unprecedented long-term investment plan, potentially reaching 1,000 trillion won ($646 billion). This strategic move aims to solidify Korea’s global leadership in semiconductors and artificial intelligence (AI), transforming these ambitions into a nationwide economic growth strategy.
Details of this monumental plan were reportedly discussed during a dinner meeting on Thursday between President Lee Jae Myung and Samsung Electronics Chairman Lee Jae-yong at Cheong Wa Dae, as per local media reports Friday. The comprehensive investment package is expected to encompass critical sectors including advanced semiconductors, artificial intelligence technologies, next-generation batteries, and cutting-edge displays. A core focus will be expanding Korea’s industrial footprint well beyond the concentrated Seoul metropolitan area.
Should this investment package be confirmed, it would represent the largest corporate investment ever unveiled by a South Korean company. The upper estimate of 1,000 trillion won significantly surpasses this year’s national government budget of 728 trillion won and would amount to nearly half of Korea’s annual gross domestic product, underscoring its immense scale and economic impact.
Central to Samsung’s ambitious strategy is a two-pronged approach. This involves continuing the established semiconductor cluster project in Gyeonggi Province while simultaneously accelerating the expansion of new production facilities and crucial AI-related infrastructure in various regions outside the capital.
This strategic direction from Samsung appears to align seamlessly with the Lee administration’s broader balanced development agenda. This national initiative seeks to bolster five key regional hubs and three special self-governing provinces, aiming to alleviate the current over-concentration of advanced industries, skilled talent, and critical infrastructure within the greater Seoul area.
Concurrently, the government has been actively promoting the development of a southern semiconductor belt, a pivotal component of its wider national industrial strategy. A special legislative act, designed to enhance the competitiveness of the semiconductor industry, is slated to take effect in August. This law includes provisions for supporting semiconductor clusters, streamlining permitting procedures, and ensuring regional balance in strategically important industrial projects.
The reported Samsung investment plan is said to include significant expansion into the Honam, Chungcheong, and Yeongnam regions. Each of these areas will be strategically linked to core business ventures such as advanced semiconductors, AI development, cutting-edge displays, and next-generation batteries. Media reports further indicate that over 350 trillion won could be specifically allocated to bolstering the semiconductor and AI ecosystem alone.
Additional specifics are anticipated to emerge on Monday, when the presidential office is scheduled to host a crucial public-private meeting on balanced national development at Cheong Wa Dae. This meeting is expected to delve into the detailed investment plans, their regional allocations, and potential government support measures to facilitate these projects.
Adding to the speculation on Friday, Kim Yong-beom, the presidential chief of staff for policy, hinted at the scale of the upcoming announcements during an appearance on a YouTube program. He stated that the semiconductor-related investment plans slated for discussion on Monday would involve “unusually large figures.”
“The numbers are so big that there will be a heated debate over whether they are real,” Kim commented. “It will be an unfamiliar scene. The companies making the announcements will explain why such large numbers are being discussed.”
Kim firmly rejected any suggestions that the government had exerted pressure on major companies to make these substantial investment pledges.
“Samsung Electronics and SK Hynix are the world’s No. 1 and No. 2 players,” he emphasized, highlighting their global market dominance. “These are not companies that can be squeezed into doing something.”
It should be noted that Samsung has not yet independently confirmed the reported investment figures or specific details of this massive investment package.
