South Korea has launched a significant joint financing alliance, aiming to spearhead a massive $150 billion Korea-US shipbuilding investment initiative. This strategic move, announced Thursday, involves the nation’s three largest shipbuilders and key state policy lenders, designed to significantly expand the presence of Korean maritime companies within the US market.

The Ministry of Trade, Industry and Resources confirmed the establishment of this robust alliance. Participating entities include the Korea-US Strategic Investment Corp., the Export-Import Bank of Korea (Eximbank), Korea Development Bank, Korea Trade Insurance Corp., and Korea Ocean Business Corp. These institutions have formally signed an agreement with industry giants HD Hyundai Heavy Industries, Samsung Heavy Industries, and Hanwha Ocean. The pact focuses on coordinating essential financing and accelerating project development for Korea-US shipbuilding ventures.

This ambitious initiative stems from the Korea-US strategic investment memorandum of understanding, originally signed on November 14 last year. Its dual purpose is to empower Korean shipbuilders to grow their operations in the United States while simultaneously bolstering Washington’s ongoing efforts to revitalize its domestic shipbuilding industry.

A core component of this agreement is the formation of a dedicated Korea-US shipbuilding investment consultative body. This body will be instrumental in identifying promising investment opportunities, facilitating the sharing of crucial project information, and coordinating policy financing to ensure seamless execution. Eximbank will assume the vital role of secretariat, overseeing all communication and meticulously monitoring project progress.

The formal signing ceremony, a pivotal event for Korea-US economic cooperation, took place at Eximbank headquarters in Seoul. High-profile attendees included Finance Minister Koo Yun-cheol, Financial Services Commission Vice Chairman Kwon Dae-young, and Park Dong-il, the head of industrial policy at the Industry Ministry.

“This represents a mutually beneficial investment strategy,” stated Finance Minister Koo Yun-cheol. “It will play a crucial role in rebuilding the US shipbuilding industry, while simultaneously providing Korea’s entire shipbuilding ecosystem — from major industry players to smaller yards and vital equipment suppliers — access to new orders and expanded markets.”

Minister Koo urged the Korea-US Strategic Investment Corp. and all involved policy lenders to ensure timely financing and to proactively help mitigate risks that individual companies might struggle to manage alone. He also called upon the major shipbuilders to pinpoint commercially viable projects and to actively include smaller shipyards and equipment suppliers as part of the broader “Team Korea” initiative.

Kwon Dae-young, Financial Services Commission Vice Chairman, affirmed the government’s commitment to strengthening coordination among the Korea-US Strategic Investment Corp., policy lenders, and private financial institutions. This coordinated approach aims to guarantee uninterrupted financing for all approved projects.

Park Jong-won, President of the Korea-US Strategic Investment Corp., underscored the significance of the maritime sector. He described shipbuilding as one of the cornerstone sectors within the broader Korea-US strategic investment framework.

“We are committed to working closely with policy finance institutions,” Park said, “to actively support Korean shipbuilders’ investments in the US and to help secure new shipbuilding orders, fostering a robust industry future.”

Eximbank Chairman Hwang Ki-yeon highlighted the bank’s extensive experience in ship finance, confirming it would be leveraged to firmly back the government’s comprehensive investment plan.

Lee Sang-kyun, Chief Executive of HD Hyundai Heavy Industries, emphasized the industry’s immediate priority: translating Korea-US shipbuilding cooperation into tangible, lucrative business opportunities.

“The Korean shipbuilding industry, renowned for its world-class technology, will diligently identify investment opportunities that demonstrate strong profitability and feasibility,” Lee explained. “We anticipate broad governmental support measures to truly inaugurate a new, prosperous chapter in Korea-US shipbuilding cooperation.”
