South Korea to Deliver KF-21 Prototype to Indonesia After Funding Dispute

South Korea has reached an agreement to transfer a prototype of its indigenously developed KF-21 Boramae fighter jet to Indonesia. This significant move resolves a protracted dispute concerning Jakarta’s overdue payments within the crucial joint fighter development program, as confirmed by government data presented to lawmakers on Monday.

According to a report from South Korea’s Defense Acquisition Program Administration (DAPA) to lawmakers, Seoul and Jakarta finalized a working-level agreement in February. This accord outlines a revised “value transfer” package, directly linked to Indonesia’s previously reduced financial contribution to the advanced KF-21 Boramae project.

Under the terms of this new agreement, South Korea will provide one of its six KF-21 prototypes—specifically the fifth aircraft—along with essential technology transfers, comprehensive development data, and other vital support. This comprehensive package is valued at approximately 600 billion won ($398.5 million), aligning with Indonesia’s updated share of the collaborative aerospace program.

Indonesia had initially pledged to cover around 20 percent of the total development cost, an estimated 1.6 trillion won, in exchange for corresponding technology and industrial benefits. However, payments faced repeated delays due to Jakarta’s fiscal constraints, leading to extensive negotiations that ultimately reduced its committed contribution to 600 billion won last year.

The specific prototype designated for transfer is a single-seat KF-21 aircraft. This particular jet achieved its maiden flight in May 2023 and has since been instrumental in rigorous testing of critical systems, including its sophisticated active electronically scanned array (AESA) radar and advanced aerial refueling capabilities.

Seoul had previously reconsidered the transfer of the KF-21 prototype after Indonesia scaled down its financial commitment to the joint venture. Nevertheless, both nations ultimately agreed to proceed with the transfer, partly influenced by Indonesia’s strategic importance as a potential future buyer and export partner for the KF-21 Boramae fighter.

A government official, speaking anonymously due to the sensitivity of the matter, stated that Seoul chose to provide a prototype—which possesses limited operational combat value—rather than transferring highly sensitive technologies directly associated with fully operational fighter aircraft.

“Indonesia is widely regarded as a significant potential export partner for the KF-21, and providing the prototype was deemed a more practical and manageable option compared to expanding extensive transfers of sensitive operational technologies,” the official elaborated.

To date, Indonesia has paid 536 billion won towards its 600 billion-won obligation, including a recent installment made last month. The remaining balance is expected to be settled by June of this year.

DAPA has confirmed that the precise timing for the prototype and data transfer will be determined only after full payment has been successfully confirmed by Indonesia.

Meanwhile, defense industry observers note that Indonesia’s participation was crucial in accelerating the KF-21 project during its initial phases. This partnership helped distribute significant financial risks and provided essential political backing for the multi-trillion-won advanced fighter program.

“While the KF-21 program could technically have progressed independently, the involvement of a foreign partner like Indonesia significantly helped secure early momentum and made it considerably easier to justify the substantial budget allocation,” an industry official remarked, also requesting anonymity.

Furthermore, reports indicate that Seoul and Jakarta are actively engaged in discussions regarding a potential deal for the export of 16 KF-21 jets to Indonesia. This prospective agreement could mark the very first overseas sale of South Korea’s advanced 4.5-generation fighter aircraft.

The KF-21 program, initially launched in 2015, stands as South Korea’s flagship indigenous fighter development initiative. Its primary objective is to produce a cutting-edge 4.5-generation supersonic jet, equipped with state-of-the-art avionics, including an advanced AESA radar, and capable of deploying a wide array of sophisticated air-to-air and air-to-ground weaponry.

This formidable military aircraft is engineered to achieve a maximum speed of approximately Mach 1.8 and is slated for deployment by the Republic of Korea Air Force (ROKAF) starting in the late 2020s.
