The American Chamber of Commerce in Korea (AmCham) hosted a pivotal policy dialogue on Friday, featuring Personal Information Protection Commission (PIPC) Chairperson Song Kyung-hee. The discussion centered on Korea’s evolving data protection policies and the critical role of trusted data utilization in the age of Artificial Intelligence.

The session, held at the Grand Hyatt Seoul, drew approximately 80 attendees, including representatives from AmCham member companies and various sectors of the business community.

Chairperson Song provided insights into the Korean government’s policy direction for personal data protection in 2026, emphasizing the importance of balancing data innovation with robust privacy safeguards as digital services and AI adoption continue to accelerate.

AmCham Chairman and CEO James Kim highlighted the need for stronger cooperation between Korea and the United States, particularly as both nations prioritize AI in their economic strategies.

“Strengthening regulatory interoperability — particularly in areas such as data governance and cross-border data flows — will be essential to unlocking this potential,” Kim stated.

Referencing AmCham’s 2026 Korea Business Environment Survey, Kim noted that over 65 percent of respondents perceive Korea’s regulatory environment as restrictive, emphasizing the ongoing need for regulatory reform.

The PIPC outlined its plans to establish a strategic governance framework designed to ensure secure cross-border data transfers amidst the rapid expansion of digital services. This framework will incorporate internationally recognized mechanisms, such as Standard Contractual Clauses and Binding Corporate Rules, alongside protective measures including data transfer impact assessments.

Representatives from multinational companies across sectors like global platforms, IT, and financial services contributed industry perspectives on Korea’s data protection policies.

Chairperson Song underscored the increasing importance of trust-based international data cooperation as data flows more freely across borders. She affirmed Korea’s commitment to aligning its data protection environment with global standards.

The AmCham Policy Talks series aims to foster constructive dialogue between policymakers and the international business community on crucial regulatory issues impacting Korea’s business climate.
